Culture of silent" is not only about pointing a gun on someone not to talk,but your altitude makes people to talk because of the consequences after speaking. All figureheads from the various institutions are mute because of fear of being kill, suspend, transferred or sacked from his/ her position for speaking ill about current ruling government. Example is the former Auditor General.
Successive government has come to pass but the current happenings did not happened at their regime the current leaders were the people leading the advocates but west things has happened and it's happening right under their noses.
